Approved For Release 2004/05/05 : CIA-RDP85B00803R000200070085-3 BOB & other guidelines on ADP Public Law 89-306 passed by the 89th Congress as the "Brooks Bbll." Interest in ADP matters on part of Congress (Govt Opns Committee) stirred up by reports by Comptroller General on ADP waste and mismanagement. Proposed legislation discuss&d for several years. Interest durrently active since 3% of federal budget (and 30% of "controllable" amount of federal budget, exclusing such things as veterans' benefits) is now spent on ADP and the proportion is growing rapidly. Role of GSA under PL 89-306 not yet clarified and BOB will have to furnish guidance. GSA views its role as assistance in contracting, procurement, disposal etc and providing for sharing of facilities--acting as a broker. IMPACT ON CIA of PL 89-306 1966 (FY) - No impact; BOB not yet issued policy statement; GSA not ready to take any action; will start with unclassified agencies who plan procurement in FY 67 FY 1967 forward - CIA will abide by BOB policy as applicable. (Classified agencies may be exempt) Planned OCS procurement (rental) of IBM 360/65 to occur during FY 1966; therefore CIA should proceed with procurement under current established procedures. ORD seeks operatimal date ASAP in 1966, for remotes and its info processing experiments. State of the art limitations anrd OCS major effort taxing OCS capabilities, makes it impossible for OCS to support these remotes in the Ames Bldg. from the OCS Computer Center at Headquarters in a secure and effective way; also ORD will do experimental engineering changes to the computer acquired in an effort to optimize the electronics of remote-to-computer links etc. Such changes could not be tolerated in the computer center at Hqs with its production schedule. Therefore, a separate facility was necessary. In planning stage, December 1965 expressed thoughts relating to OCS'support in terms o e separate facility being handled as an OCS Branch Facility, and to consolidate in it OCS developmental computing activities.
