OSA re-draft of agreement took exception to assigning their --------EDP function to OCS management; OSA wanted OCS assignee to come on as Deputy to Chief of OSA Automation Div. The only benefit left to OCS was an opportunity infiltrate its assistance to the OSA program; the agreement thus se4med to be a failure in advancing OCS direction of the OSA computing activity. It remained a customer-staffed, customer-directed, and customer-housed computing effort. The roots of decentralized shops appeared to be spreading. With regard to budgetary data for FY 1966, there were amounts included by various components which represented funds for acquisition of ADP equipment, which had not been discussed with OCS. On 30 October 1964, Mr. Becker recommended to Chief, OBPAM, that future calls for estimates require components ofg;.CIA to discuss their computer requirements with OCS prior to budget estimate submissions.
