SUBJECT: Systematic Declassification Review of "Joint Army-Navy Intelligence
Studies" (JANIS)

STATINTL On 8 July 1980,1 of CIA Classification Review STATINTL
telephoned the undersigned concerning the above subject. She advised that
the CIA has, in its, systematic declassification review program, encountered
the JANIS series of documents that were produced under the auspices of the
Office of Strategic Services during the World War II time frame and shortly
STATINTL thereafter. The JANIS series is the forerunner of the National Intelligence
Surveys and is similar in content. was seeking DoD agreement to
permit declassification of the JANIS series after CIA review without referral
of the voluminous documents to the Department of Defense.
The undersigned contacted LTC. McCaffrey of Army (DAMI-CIS) and Mr. Welch
of Navy (OP-009D3) and advised thean of the above. LTC. McCaffrey subse-
quently advised, after appropriate inquiries within Army, that there was no
objection to CIA taking the declassification action without referral to this
Department provided that CIA reviewed the documents to be certain that they
do not contain or reveal still sensitive sources or methods. Mr. Manuel of
Navy advised that they had no one familiar with the JANIS series of documents
STATINTL and that Navy would defer to DIA. I of DIA (RSS-3B) was briefed
STATINTL on the above and he stated that DIA, with the same proviso as Army, would
interpose no objection to CIA's declassification action.
was advised of the above on this date and she requested a copy of
this MFR to,document CIA records on the subject. She did affirm that they
would naturally be alert to the possibility that some of the JANIS documents
may contain or reveal sensitive sources or-methods and that any such would be
carefully considered prior to possible declassification. CIA will provide
notice to DIA with respect to JAMS documents that are declassified.
