I have discussed with my senior officials your kind
offer to provide a briefing an the approach A.F'SC is taking
in researching ' %motional Determinants of Action" (EDA).
I find that a number of our components would be interested,
and I have asked Dr. Albert D. V%eelon, my Deputy Director
for Science and Technology, to coordinate our interests
and to develop mutually satisfactory arrangements for the
briefing with General Richardson.
Your recommendation that the briefing be conducted
this week raises some difficulties. A number of the people
who are most interested in learning of your work in EDA
are absent at this time. and I believe it would be most con-
venient for all concerned if the meeting is postponed to the
week of E8 June. I am not certain that twill be able to par-
ticipate personally. but I do want to express my appreciation
to you for bringing this interesting area of research to my
attention and for your offer to share the benefits of your work
with us.

You will recall during our discussion the other day that I mentioned
to you an-effort we have under way to review the state -of -the -art in the
area of conflict that lies between the direct application of force and
conscious persuasion typified by psychological warfare, C&D, and econ-
omic and political warfare.
For lack of a better term we have referred to this area of possible
conflict as that of "Emotional Determinants of Action" (EDA).
Our interest in this area stems from the fact that there are certain
techniques directly applicable to aerospace offensive and defensive
operations, such as the use of pyrotechnics to confuse or momentarily
blind pilots engaged in low altitude attack. Some of these techniques
including sound effects from aircraft and falling bombs, were investigated
during World War II, but little has been done since then to determine
whether modern technology cannot produce useful results particularly
in COIN and sub-limited war situations.
We are of the opinion that this whole area of operations has suffered
in the past from the lack of an overall conceptual approach, that defines
it and separates it from what is generally understood to be psychological
warfare on the one hand, and counterinsurgency on the other. As such,
the possibilities in this area have not been subjected to a systematic R&D
effort designed to develop, test and make available a broad spectrum of
capabilities for use by all of us depending on the nature of our respective
requirements and missions.

With the above thoughts in mind, and the need to pull together within
AFSC certain random research efforts which fall in this general category
of operations, my Plans staff has developed a briefing which puts EDA
into an overall concept, and places it into the spectrum of conflict as a
separate entity, as a first step towards defining a "systems" approach to
researching and developing the possibilities for future applications,
particularly where they are of interest to aerospace. Since some of the
techniques involved are clearly of interest to you, and since our interest
is primarily in the R&D effort and not in operations per se, I believe that
you would find our presentation interesting and that it might be worthwhile
for us to subsequently discuss the possibility of establishing at least
informal liaison in this area through which we can mutually support each
other. If you agree I will ask General Richardson in my Plans staff to
contactyour office and arrange to brief you on what our thinking is, and
what we are doing in this area, as a first step towards future collaboration.
In view of the fact that the key people concerned will be in Europe
with me from the 12th until the 25th of June, I would hope that we might
be able to arrange the briefing prior to my departure, possibly during
the week of 7 June.
