Approved For Release 2000/08/1 - C1/ tDP84-00951 8000200200014-5 21 October 1966 Year Comment 1947 - May 1948 Within the Collection Branch of OCD, liaison and assignment of collection action was conducted by and for that Office and the DDT area. May 1948 1 July 1948 A Liaison Division was formed involving coordination of requirements, liaison, assignment of collection action and dis- semination. Four desks were set up in the new Liaison Division and were designated as State, Army- Air, CIA and Navy-Non-IAC. Shortly thereafter inter-office and inter-agency coordination of requirements were added to the responsibilities of this Division. 1949 - 1950 Activities remained essentially the same as described previously. 28 February 1951 The Cable Branch (which had previously been in ONE and prior to that in ORE) was placed in the Liaison Division. * 1 June 1951 ILLEGIB The three Service desks (Army, Air, and Navy) were combined into one branch designated the Defense Branch and the Non-IAC activities operated as a separate Non-IAC Branch. Each Branch handled requirements and dissemination matters which related to its own activities. The Division assumed the responsibility of bringing to the Agency Ambassadors and selected Foreign Service Officers for debriefing by the DDI offices. ,; November 1l~,B The International Conferences Branch was created ILL E GIB and added to the Division with the initial mission of ensuring exploitation of scientific and technical conferences. However, the debriefing of Ambassadors, etc., described above was expanded to include briefing and debriefing of military attaches. In addition, in August 1955 the former Office known as OCD was changed to Office of Central Reference (OCR). 1956 - 1957 (estimated) The Division was reorganized and the Cable Branch was transferred out of the Division; the CIA, Defense, and State Branches were abolished and a new branch was formed known as the IAC Branch. The Division's main mission continued to be the coordination of intelligence requirements, the 25X18 collecting of intelligence information, and the conduct and maintenance of liaison with various outside agencies as well as the specific mission 25X1 B of exploiting However, the Division embarked upon 25X1 B a new mission of producing a CR information report series based on intelligence information collected 25X18 from Non-IAC Agencies and participation of US Govern- ment officials in In the main, the responsibility of disseminating a large volume of documents flowing into each Branch of the Division was transferred to a new Division known as the Documents Division. * May 1958 25X1 B 25X1 B A new branch known as the Collection Branch was established to perform the duty of exploiting This Branch published three series of information reports, i.e., CR-B, CR-A, and. CR-C. This Branch replaced the International Conferences Branch which was abolished. In addition, a new branch was formed designated the Liaison Branch which handled the requirements coordination function. The Division, which now consisted of only two branches, was called Liaison and Collection Division. Approved For Release 2000/08/17 : CIA-RDP84-00951 R000200200014-5 Approved For Release 2000/08/17: ? -RDP84-009511 000200200014-5 Year Comment 1959 - July 1961 Activities and functions of LCD remained es- sentially the same with the exception that the briefing and debriefing program continued to expand and now embraced Directors of the Foreign Aid Program (then ICA). * 1 July 1961 The Collection Branch of LCD was abolished and the responsibility for the domestic collection of foreign positive intelligence information from United States Government sources was transferred to the Contact Division, Office of Operations. In addition, the function of reporting preliminary information on International Conferences (CR-C information report series) was assigned to the Biographic Register, OCR. Also effective 1 July 1961 the Liaison and Collection Division was re- designated the Liaison Staff. 1 July 1961 to date The Liaison Staff having been divested of the report writing and requirements coordination functions presently directs its energies and activities to a mission which might be termed "pure liaison". The workload and. scope of the Staff's mission has continually broadened with new agencies being formed requiring intelligence support and contact, e.g. Defense Intelligence Agency (DIA), Office of Emergency Planning (OEP), Arms Control and Disarmament Agency (ACDA), etc. The Staff also inaugurated the publication of a weekly list of important foreign visitors dis- tributed internally to points of interest within the Agency. The briefing and debriefing program has expanded considerably within the past five years and many activities have been added such as the briefing of Country Inspection Teams, the addition of Deputy Mission Directors from the Foreign Aid Program (AID) and arranging visits and orientation tours for the National War College and the FSI Senior Seminar in Foreign Policy.
