This memo is a reply to a memo from the Chief, ICAPS, to the DCI on
- Feb. '48 (ITEM 16). It states that ICAPS did not consult with ORE in writing
his mqmo and that subsequently the fact, that ORE is tardy in producing IM's

ng cumbersome regulations is not brought out. The memo also ques-
ions ICAPS definition of national 'intelligence as defined in the Dulles Re-
?ort, saying that CIA is responsible fort the "final synthesis" not just
coordinated" intelligence. This statement is backed up by quoting the
ational Sec. Act, NSCID #1 and 3, and DCI 3/1 all of which say the only
-oordination between agencies is at theiexchange level not the evaluation
evel. Also discussed is the Global Survey Group** functions and the pro-
lems involved in coordination with State in the global area. Finally the
RE and CIA Series are discussed and defined as responsible synthesis and
