MEMORANDUM FOR
HEADS OF ALL U. S. DEPARTMENTS AND AGENCIES
SUBJECT: Security Clearance Review
The President has directed that the following actions be taken by each
department and agency of the U. S. Government having authority and
responsibility for the classification of information affecting the national
defense and security, and for the granting of security clearance for
access to such information, pursuant to the provisions of Federal laws,
Executive Orders, Presidential directives, and departmental regulations:
1. The submission of a report by noon Saturday, July 10, 1971
providing the number of employees (those regularly employed by the
U. S. Government, those serving as consultants, and those employees
of private business concerns engaged in the performance of classified
contacts with the U. S. Government) who hold clearances for access to
(a) Top Secret information, and (b) the- various categories of compart-
mented intelligence data.

the holders of clearances in the Top Secret and compartmented cate-
gories referred to above broken down to indicate government or non-
government employment.
It is further directed that each responfiible department and agency
initiate at once a review and screening of each Top Secret and compart-
mented clearance presently held by individuals in the above employment
categories with a view to effecting immediate reductions of all clearances
which cannot be demonstrated to meet the requirement of strict need to
know. Particular consideration is to be given to-the screening of
employees in the consultant anct contracted categories.

Each responsible department: and agency shall also initiate immediately
a review of those individuals and organizations outside the government
now retaining Top Secret or compartmented material with the aim of
drastically reducing such non-government holdings.
