SUBJECT : Identification of Persons Authorized to Classify
National Security Information
REFERENCE ; ated 13 June 1972
1. Headquarters Regulation lirects the Deputy Director rATINTL
Support to compile lists of positions to which authority to classify National
Security Information has been delegated, and to maintain and update them
quarterly. To satisfy the requirement fully, we must be able to produce:
a. An overall Agency list by position title by level
of classification authority.
b. An overall Agency list by name of individual
employee by level of classification authority.
c. The identity of the individual who occupied a
particular position at a particular point in time (a specific
date) subsequent to 1 June 1972 in order that we can respond
to future requests for that information.
2. The first of these lists must be produced no later than 29 June
1972 in time for them to be available for submission to the Interagency
Classification Review Committee on 1 July 1972. The initial delegations of
authority are to be submitted by the several components of the Agency to
the Office of the DD/S by 15 June 1972. I will make them available to the
Director of Personnel as soon thereafter as possible.

3. I would like to have your proposals for dealing with multiple
incumbency positions, history (paragraph c), the related problem of
effective date, and any other problems that become apparent to you by
7 July 1972. I would also like to have by that time your suggestions for
providing a means to,identify individual classifiers of documents to
comply with Part VI, paragraph G.
4. The lists. required in paragraphs 1 a and b above should be
classified Secret and assigned the exemption category 5B(2).
