Dear Mr. McCone,
The Joint Chiefs of Staff have directed that a comprehensive
evaluation be made of the Defense Intelligence Agency and that
incident to such evaluation, consultations be conducted with the
user agencies of Defense Intelligence.
As the Inspection Team Chief, designated by the Chief of
Naval Operations in his capacity as Executive Agent to carry out
the evaluation of the Defense Intelligence Agency, I would like
to discuss with you, in your capacity as Director of Central In-
telligence, your views concerning the responsiveness and effective-
ness of the Defense Intelligence Agency in it's participation in
the U.S. Intelligence Community.
I will be better informed to discuss these matters after the
14th of December when the initial phases of inspection and consul-
tation will have been completed. Should the last half of December
be impracticable for you, then early January would serve the need
for the requested consultation.
Brigadier General W. G. LEE, Jr., USAF, OX8-3973, who is my
Deputy for the conduct of the evaluation, might serve as a point
of contact for arranging a mutually convenient date.
