sent to the Assistant Secretary of Defense for Installetions
and Logistics concerning the handling of the appeal of the
Trak Electronics Company, Incorporated by the Armed
Services Board of Contract Appeals.

Hubbard in the preparation 4 this case and its presentation

Pursuant to an agreement of August l93 between Honorable
Thomas L. Morris and Lieutenant General Marshall S. Carter, then
Deputy Director of Central Istelligence, arrangements wore nutde for
the Armed Services Laird of Contract A,. veal. to act for this Agency
In bearing and villas on the Ikierits of the appeal of the Trak Electronics
Company . Incorporated. The hearing was duly held and* decision was
recently issued by the Board, which happened to be favorable to this
Agency.
The outcome is immune the i .pertant point is that U these
arrangements had not been ahade it would have been necessary for this
A4ency to esta.b1LC) a contract appeals system with a board of appeals
and all the -,Iroceaures that go with such a system. It was obviously
far uore efficient and economical to lase the established system arid
procedures of the Armed Services Board a Cmatract Appeals, and this
resulted, therefore, in real eavicqs to the Government.
In addition to this practical result. I want to express y appre-
ciation to you for the fine professional performance of the Doard awl to
