SUMMIT : Visit of U. S. Army Materiel Command(AMC)
Foreign Intelligence Officers, April 1966
1. Attached are briefing notes on the Army Materiel Command, a
proposed schedule and a reply to the AMC visit request of 4 January 1966
for Colonel White's signature.
In November 1964, Major General Selwyn D. Smith, Jr., Chief of
Staff, AMC. and a small group frau his headquarters staff were briefed in
DO/SiliT by Dr. Wheelan and some of his Office Directors.
3. The AMC foreign intelligence officers, while having bad a head-
quarters seminar each al the past three years, had not previously solicited
Agency participation. We anticipate a group 01 90-100 persons, 60% civilian,
40% military. Civilian grades GS9-13; military, amtain-calonel.
4. At this time we do not know whether any of the AMC general officers plan
to accompany the group on 5 April. If they do, we may ask that an Agency senior
host a small luncheon. The rem of the group will have lunch in the North
Cafeteria.

The ANC is a neer and producer of foreign intelligence. lts
requirmeents for foreign intelligence are primarily in the scientific
and technical fields. Prior to the reorganization of the U.S. Army
in 1962, responsibility for research and developmemb vas divided on
a commoditybasis sung the Aray Technical. Services operating under
the general staff supervision of the Chief of Research and Develop"
sent, M. Supporting this research and development activity each of
the Technical Services had a technical intelligence activity performing
under the general staff supervision of the Assistant Chief of Staff
for intelligence, DA.
The actual reorganization of the Army and establishment of AMC
resulted in the ereatiam of a Directorate of Research and Develop*
meat. The Director of Resenrch and Development (Prig, Oen. Mr. C.
Gribbin, Jr.) is also the AMC "reign Intelligence Officer". As
such be directs all A= intelligence activities, is principal
advisor troths Oammemding OeneraI/AMC (General Y. 8. Dessau, Jr.)
on foreign intelligence matters, and staff supervisor of all ANC foreign
intelligence activities. As part of his immediate staff, and acting
as his executive agent in the management of ANC foreign intelligence
activities is a Technical intelligence Division. This Division is
supported by a U.S. Army Special Security Detachment.
The principal AMC intelligence production elements are the U.S.
Army Foreign Science and Technology Center (PSTC) and the Directorate
of Missile Intelligence OM* of the U.S. Army Missile Command
located at Redstone Arsenal. YSIC produces and disseminates, with
AO' guidanee, scientific and technical intelligence severing the
basic sciences and army-type materiel and equipment in response to
AMC and other user requirements. The DMI produces and disseminates
through PSC scientific and technical intelligence covering simian*
and space activity of concern to AMC and other intelligence users.

SUBJECT: Visit of U. S. Army Materiel Command, Foreign Intelligence
Officers

Central Intelligence Agency

1. It is planned that the U. S. Army Materiel Command will conduct
the fourth annual seminar for its foreign intelligence officers here
during the period 4, 5, and 6 April 1966.
2. These foreign intelligence officers will be representing approxi-
mately sixty major activities and subordinate commands from the U. S. Army
Materiel Command.
3. In accordance with informal conversations between Messrs.
of your liaison staff and Lt Colonel Reeder, Technical Intelli-
gence Division, Research and Development Directorate, U. S. Army Materiel
Command, your assistance is solicited during the period of 5 April 1966
at which time it is proposed that the group participating in the seminar
visit your organization for briefings in pre-selected areas of scientific
and technical endeavor along with such other subjects as may better assist
these personnel in accomplishing their prescribed missions.
