Approved For Release 2001/ f EB04747A000500200002-0 27 August 1964 MEMORANDUM FOR: Chief, Development Branch, P&DS SUBJECT: Evaluation of Unsolicited Proposal, The Elastic Surface Transformation. REFERENCE: Project Assignment Number 5413 dated 12 August 1964. An unsolicited Proposal, The Elastic Surface Transformation by vas received and an evaluation report was requested. Because the proposal is very general in nature, there are certain questions that must be answered before a proper evaluation can be made. If these questions can be answered in a favorable manner then the possibility exists for a favorable implementation of the proposal in an advantageous manner, but failure will render the proposal unuseable. The main issue that must be resolved is that of gain. We must know what order of magnitude of gain may be expected when the spacial arrangement is changed and then optically enlarged. Is the gain that is achieved due to the change in spacial arrangement greater than the loss that will be incurred implementing this change? It is obvious that beneficial results must be obtained from this question before further consideration may be given to the question. Assuming that favorable gains are acquired as discussed above, there are certain implementation problems that must be overcome. Although it is realized that the proposal does aim to deal with the study of many of the problems listed below, certain basic avenues must be established before a study of this nature can be launched. One must first consider what type of photographic emulsion is going to be used. Does it have the relaxing or shrinking capabilities that are necessary to fulfill the requirements as outlined in the proposal? One must also be aware of the order of magnitude of funding that is requested to implement the proposal. All of the above queries must be resolved before a proper and complete evaluation can be made. It is recommended that a complete evaluation of this proposal be postponed until the above mentioned questions can be answered in more detail than is given in the pro osal.
