Since your visit to our Biological Laboratories in Frederick,
Maryland, in 1962, there have been many new developments in the fields
of chemical and biological warfare which I feel might be of interest
to you.
Among these developments have been the large scale testing of
chemical and biological weapons, development of new agents and munitions,
analyses of U. S. and allied requirements of oversea commanders for
these weapons, and increased emphasis on determining the chemical and
biological capabilities and intentions of other countries.
Further, in response to the increased awareness of the potential
value of chemical and biological weapons, an interagency review is now
being conducted to formulate national policy on the use of these
weapons. The Office, Secretary of Defense, the State Department and
Arms Control and Disarmament Agency are among the agencies directly
engaged in this analysis of CB weapons. Since the review does consider
intelligence matters, I am confident that your agency will have an
opportunity to participate in this review of CB policy.
I feel that it would be to our mutual benefit to have the opportunity
to review with you recent developments on chemical and biological matters.
If you agree, I would be most pleased to provide a briefing for you and
members of your staff in Washington or, even better if your schedule
permits, visits with briefings at our chemical and biological laboratories.
In preparing the briefing, I would be pleased to emphasize any aspects
of CB weapons in which you may have a particular interest.
