1. I consider radio, leaflets, the clandestine press, balloons carrying gifts and
rumors started by local anti-Communists untterly ineffective as propaganda tools
and far too dangerous for the common man. Gift-bearing balloons would benefit
only the police,
2. Contrary to the Czechs, the Hungarians are not rebellious; the :are a quiet people1X
who do not relish illegal activity. There were, practically no
clandestine operations going on in Hungary and practically no chance for them.
2 5X1X 3e the only paramilitary organization in Hungary was the "Pathfinders"
kutte r , This was, in fact, the only youth organization in the country. Members.
participated in the usull activities of youth groups under the Communist; Regime, i.e.
they met and sang'together, and received some paramilitary training. There were
points which appealed particularly to young people, e.g., free vacations. I believe
that young Hungarians are very good soldier material and that they have no 2 5X1X
resistance potential.

15%O 2 also believe, however,, that the percentage of people ready to cooperate
with the Regime was slowly rising, not because the Regime was any better liked
but because collaboration was the only means of geeting ahead. The ranks of older
people, who have known a different Regime, were slowly being decimated by de-
portations and defections,
