The purpose of this letter is to discuss with you certain features of our Senior Officer Counterinsurgency and Special Warfare Orientation Course in which your representatives have been participating since its inception in June 1962. This course was developed as a result of a recognized requirement to orient general officers, full colonels, and governmental civilians of com- parable rank in the nature of counterinsurgency in particular and special warfare in general. To date, 67 general officers, 596 colonels, and 72 high ranking civilians among others have graduated from the course. It is evident that the presentation of effective instruction to this caliber of stu- dent is critical to the overall governmental internal defense/counterinsur- gency program. In order to achieve the most credible, effective instruction, we have found it necessary to rely heavily on guest speakers from national level agencies, who are also actively engaged in special warfare operations and can speak both authoritatively and candidly about current problems. Our success in obtaining the right kind of speaker from the various agencies in recent months has not been what I would like, and I am trying to rejuve- nate the course because it seems clear to me that we have by no means gotten our message through to enough of the higher level people. Your representative, Mr. Paul M. Chretien, who I understand is no longer available, was especially effective in portraying the activities of your agency in support of unconventional, psychological, and counterinsur- gency operations in the past and present. In particular, he appeared to have more freedom - or perhaps was less inhibited - in responding to stu- dent questions than his successors. This feature is of great importance in a senior officer class as is reflected in our student evaluation file. It was to create an environment of frank give and take that this course requires both a TOP SECRET clearance and a need-to-know by all students.
