Dr. Chadwell, AD/SI, and hief, NED/SI, informed Mr. Pforzheimer that Mr. Hamilton, of the staff of the Joint Committee on Atomic Energy had requested the names of the members of the Joint Atomic Energy Intelligence Committee since its inception. It appears that this information is desired by Cong. Holifield, a member of the Joint Committee, in his capacity as a member of the Hoover Commission. It is believed that he desires these names and periods of service to counter certain allegations in the Hoover Commission report on intelligence that there has been an unnecessary amount of change and lack of continuity in the mem- bership of JAEIC. After talking with Mr. Kirkpatrick, I have advised Dr. Chadwell that while we are reluctant to release the names of participants in intelligence estimates, we can at least make available to Mr. Hamilton the numbers of persons involved since JAEIC was initiated and the length of duty of each member; and if necessary names may be supplied. 2. The Director, accompanied by Col. White4 of the Logistics Office, and Mr. Pforzheimer appeared before the Real Estate and Military Construction Subcommittee of the Senate Armed Services Committee in support of the CIA building authoriza- tion contained in Title IV of S. 1765. Subcommittee Chairman Stennis and Sen. Case (R. , S.Dak.) were present. SenaV ,Case questioned the Director at length regarding the problem of dispersal, giving it as his opinion that District sites and the Winkler property were too far in, although the Langley site might be acceptable. The Senator also pressed the possibility of a small headquarters building in Washington with a second installation for the bulk of our people con- siderably further out. The Director gave his opinion as to the lack of feasibility of such a division for CIA. Senator Case also stated that in his opinion, while the hydrogen bomb was a possibility that might occur, the District congestion problem was one which was already present and which would be made considerably more diffi- cult by the construction of a CIA building, particulait the Winkler 25X1A 25X1A Approved For Release 200rElRDP91-00682R000200120084-8 Approved For Rase 2007/ /F PFIFDP91-00682RRW200120084-8 tract. Both Senators appeared to be sympathetic to the possibility of financing the building from prior year funds, but felt that they should clear the matter with the Appropriations Committees, and asked us to supply appropriate language for this purpose. Mr. Edward T. Braswell, Jr. sat in as the staff representative until late in the meeting when Mr. Darden also arrived. I mentioned again to the latter the fact that As a result of this meeting, I would suggest that e irec or personally see Chairman Russell and Senator Saltonstall to give them our views on the building location because Senator Case will make a strong fight to impose his views on its location. Legislative Counsel will prepare appropriate language for the use of prior year funds and will also take up with the Bureau of the Budget the possibility of having to restore language to authorize the extension of the George Washington Parkway. Col. White will have the Logistics Office prepare a paper to meet Senator Case's point that authorization for the construction should probably run to the Administrator of General Services rather than the DCI.
