Dear Mr. Secretary:
Sometimes I have the feeling that we are wearing on the patience of you and
other members of the Cabinet when we constantly complain about the effects of
the agricultural subsidies of the EEC.
We are concerned because we are being hurt so badly. Here's another example:
French Wheat Sales to USSR
Local Market Price, Rouen ---------------------- $5.20 per bushel
(This is strongly influenced by the
EC intervention (support price of
$5.12 per bushel)
EEC Export Subsidy ----------------------------- $1.96
Net Approximate Price Paid by USSR ------------- $3.24
U.S. Wheat (Soft Red Winter)
CIF Rotterdam (No snhsidy) ------------------- $3.51

Please note that the French have sold the USSR around 1 million tons of wheat
since October 1. We have sold none.
The subsidy on these sales is roughly two-thirds the price our farmers are
currently receiving for their wheat, a fact they resent.
