FOR: Deputy Director of Central Intelligence SUBJECT Inteitigesce Requirements for AQUATONE Several days ago, General Lewis spoke to you on the above subject, which you and I subsequently discussed. In the light of your views as you expressed them to me, I have drafted a proposed procedure for the determination of intelligence requirements, and of relative priorities among those requirements for the guidance of operations under AQUATONE. This draft is in the form of a memo- randum from me to the Project Operations Officer, who has resp usibitity for this matter within the Project. I attach a copy herewith to which I would like to obtain your reaction. I hope and believe the proposal is in account with your views.
