The Harakat ul-Ansar (HUA), an Islamic extremist
organization that Pakistan supports in its proxy
war against Indian forces in Kashmir, increasingly
is using terrorist tactics against Westerners and
random attacks on civilians that could involve
Westerners to promote its pan-Islamic agenda:
