As a result of that briefing and of our subsequent experiences, we discovered that we shared several concerns and ideas about the prc'ect. The two of us appreciate the need for strictly limited access to existence and results. We also recognize that many of our questions and suggestions may already have been anticipated by the project coordinators. It is with this understanding that we submit these points for your consideration. 1) k'ere the eight or so people who attended the briefing the only ones tested? Valid results would certainly require a larger sample and, preferably, a more diverse one. In addition, the test environ- ment was not conducive to the kind of mental processes one would expect in the experiment. 2) Was the test designed properly? The test i*sc:lf seemed well implemented on the computer, but not well understood by anyone present. In tl~'s kind of experi- ment it is important to understand and account for all factors that might affect the results. 3) Is there now or has there recently been any period of research into other such experiments, particularly within the government and the intelligence community? The CIA shares many of our security concerns and seems Co have done ? work along these lines. Was backgx?uund research done before this test, assuring efficient use of resources and the avoidance of any unintentional duplication of effort? 4) Is this exercise part of a larger ongoing project? If it is not, the results would seem to be of little value. 5) Are there any plans for parallel experiments using humans in place of or in addition to the computer as 'sender' or 'target'? A comparison of results could provide some basis for evaluation. 7) Have experts in the research and testing aspects of the field been consulted, either directly or through the literature, about the design and evaluation of this experiment or of a larger planned project? The nature of the subject matter demands rigorous testing procedures that have been perfected over many years by researchers. 8) Are any follow-up experiment's planned to test whether the ability can be developed or learned over time? This experiment tested only current innate .ability. Can an individual improve his score with practice? We hope that NSA shares our feeling that the possible consequences of this kind of threat justify a serious and in-depth study of its validity. Ir. addi- tion, it is important to know not just how we regard the liklihood of such a threat, but how our allies and adversaries view it as well. We would like to see an element of S1, which is tasked with threat assessment, actively investi- gating the possibility of a threat of this kind. At the very least, it seems that someone should maintain a current file on the subject in the event of . future investigation. In any case, we would like to state for the record that we are willing and eager to be involved in arty current or future effort.
