Declassified and Approved For Release 2011/12/01 : NSA-RDP96X00790R000100030015-9 INSTITUTE FOR ADVANCED STUDIES at A.l.in Dear Colleague: I am writing this to you and to others to let you know about an extraordinary opportunity that has been presented to me for a sabbatical. I have been invited to accept a position at the newly-formed Institute for Advanced Studies at Austin, located in Austin, Texas, and I am accepting this offer. The intent of the Institute for Advanced Studies is to provide an opportunity for selected researchers with a track record of productivity to pursue their work in an atmosphere unfettered by the usual demands for fund raising, proposal writing and other administrative tasks. In this way researchers are to be free to concentrate on developing their creative ideas in the field of their chosen endeavor. The Institute is funded (by investment from the private sector) in the form of endowed positions with collateral operating budgets. Researchers so chosen are encouraged to maintain a broad perspective; developing ties with the local academic and research communities, serving on committees relevant to the development of their field, and developing other activities as they see fit, so that the results of their efforts can benefit the larger community. The basic assumption is that the individuals chosen are the best arbiters to determine what is to be done to maximize their potential for contribution. Research areas of interest, determined by the individuals involved, range over such widely varying topics as plasma arc and thin film research on the experimental side, to studies in General Relativity on the theoretical side. Mly own areas of interest range from continuation of certain key experiments in psychoenergetics, to theoretical investigations of models underlying these and other fundamental issues of interest in physics today. While undertaking this new opportunity, I shall nonetheless maintain a close association with the Psychoenergetics Program at SRI International that I began over a decade ago. I plan to interact on a continuing basis with the SRI researchers, the clients and the subcontractors, to be involved in certain joint experiments, and generally to contribute in various ways to the strong program which is in place there.
