? Description:
(C/WNINTEL) During October of 1976, Cosmonaut Vitally I. Sevastyanov,
who flew on both the Soyuz 4 and Soyuz 9 missions, and professor Lev
N. Lupichev, Chief of Laboratory, Institute of Control Sciences, Academy
of Science, USSR, Moscow, met with US scientists involved in remote
viewing research. The two Soviets were in the US attending the Aero-
space Science Symposium held in Los Angeles, California. Although
the meeting with the US scientist was billed as "unofficial" and
purely for information gathering, it became obvious to the US personnel
that for reasons known only to the Soviets, they were interested in re-
establishing an interchange of ideas in the field. It also became obvious
that Cosmonaut Sevastyanov had been briefed and was probably following an
agenda of items to be discussed. Since that meeting a Soviet para-
psychological researcher has initiated technical correspondence with
a US scientist.
(C/WNINTEL) To put the foregoing in perspective, it should be pointed out
that as of early 1974 the internationally recognized scientists and un-
official spokesman for Soviet parapsychology, Doctor Edward Naumov, Director
of the Institute ::f Ts cal in Moscow, was arrested and
jailed by the authorities, ostensibly for not severing communications with
US scientists as he apparently had been ordered. From that time until
October 1976, nearly all communications between Soviet and US parapsy-
chologists ceased. However, Naumov was released from detention sometime
during the spring of 1976. Since that time limited communications with
Soviet parapsychologists have been resumed. The reestablishment of tech-
nical exchanges between US and Soviet parapsychology researchers apparently
has official sanction which represents a reversal of Soviet policy since
1974.
