A review of Soviet literature indicates that in the 1960s the Soviets initiated an objective, rational and scientific investigation into the following areas: 1) electro- statics of telekinesis, 2) extremely low frequencies of electromagnetic radiation for information transmission, 3) application of information theory and cybernetic theory to the biophysics of parapsychology, 4) the construction of remote physiological monitors, 5) the psychophysiology of novel methods of stimulation, and 6) high frequency analysis of short EEG segments. After one or two initial cogent articles in each area, no more open literature information was published. In some cases the investigator seems to have ceased publishing in open literature. There is no evidence in the open literature as to whether the research efforts were terminated, or if they have been continued covertly. If the Soviets continued this research and were to some extent successful. it is possible that they could be ahead of the US in ara s cho1ogy Previous re orts have indicated that thepSoviet military and KGB have had a covert applied parapsychology program since the mid- --- --- -.----- -- - `-....,... 1960s. The above evaluation suggests that such a program. would be staffed by competent scientists who are capable of uncovering, developing and fully exploiting the ap- plied aspects of parapsychological phenomena.
