RE30DE5IA: ECONOMIC ASPECTS. (O z, WHI'L'E RESETTLEMENT
Principal Conclusions
-~- Rhodesia's white "European" population now totals
277,x00, or roughly 5 2ercent of the African popu-
lation. Almost.60 percent of the whites; are immi-
grants, who arrived largely. from South Africa axid
the IJK in the post-World War II period.
Agriculture, mining, 'and manufacturing .form the
basis of Rhodesia's highly devel,og~d, large ].y
urban,. economy., About half of the population is
actively engaged in the economy as wage earners,
The net value Qf white-owned property and other
wealth in Rhodesia is roughly estimated at $8-9
billican as follows:
Agriculture
$4.0
- ~.5 billion
Private Capital, ~
2.S
- 3.4 billion
of which private
foreign investment
Q.5 billion
Urban Residential
l.S ba,llion
Property
Recent evidence indicates that the stepped--up gamer--
ri].la warfare and mpunting uncertainty is affecting
the young, middle-class moderates, who are beginning.

to leave. the country. The Rhodesian government
announced a net loss. of 1,52p Europeans from Jams
ary to May of this yeax. This outflow might have
started earlier had not an influx of less skilled
white workers from. Angola and Mozambique occurred
last year and if stringent foreign exchange can-
trots had been relaxed to allow potential emigrees
to transfer funds. abroad.
If forced to leave .their home country, moss white
Rhodesians would choose~to resettle in youth Africa.
Ab~aut 45 percent of the 7p,OOp whites leava,ng Rho-
desia in the. past ten years moved to South Africa.
Besides being geographically adjacent, South Africa
is nearest in climate, topography, economic stand-
ards. and social customs. And the Pretoria goverz~~-
ment _would welcome m?re white irnmigrants`:_ the re-~
cent annual immigration of a.~out 25,ppU is short,?f
the government's goal of 30,ppp per. year,
--- Other countries with economic or social charactexis-~
tics similar.to Rhodesia and possessing sizable im-
migration quotas are. Canada (2p1,332), Australia
E1~.3, l63) , New Zealand (32, 393) , the UK (183, 800)
and, the 1~nited States 1394, F61) , It appears eco-
noma~cally feasible fax these countries and South
Africa to resettle a large percen'trage of the white
~
basis, pro-
Rhodesian population. an an emergeney
vided a coordinated plan to do so was in place.
