I have informed State to have you extend invitation to
the Secretary -General to participate in President's meeting with
NATO military commanders at NATO Headquarters South on
ember 30. He rxa y also wish to participate in arrival
ceremony late afternoon of September 29. The invitation will
be extended on a purely optional basis. I have also instructed
rate to discourage participation by 1 ermanent Popresentatives
should question arias. Finally, I have instructed State to extend
invitation to you to participate in the arrival ceremony and the
meeting with the nil tary commanders but also to participate in
the meeting at NATO Headquarters of US Ambassadors to
selected Mediterranean countries. I am confident that you will
be informed of this through official State channels sometime on
September 17.
