FLOOR ACTION:
The Senate remains embroiled in the New Hampshire election controversy.
Efforts to invoke cloture have failed.
House:
Wednesday, July 9 Passed H. R. 7567, the Arms Control and Dis-
armament Act of 1975. In addition to providing
funding authorization, the Bill, as passed, makes
the Director of ACDA a statutory principal
advisor to the National Security Council and
provides for impact statements of proposed
defense programs on arms control policy and
negotiations.
Passed H. R. 6706, the White House Employment
Authorization Bill. For the first time, limits on
the number of White House staffers and maximum
salaries they may earn have been set. Similar
restrictions were placed on the Vice President
and the Domestic Council. The Administration
supported bill in the nature of a substitute was
defeated.

Thursday, July 10 House passed H. R. 8365, the Department of
Transportation appropriations for fiscal 1976.

landing rights to the SST was narrowly defeated.
SIGNIFICANT HEARINGS:
Senate:
Finance Committee resumed its hearings on Tuesday, July 8, on
S. Con. Res. 35 which approves the U. S. -Romanian Trade Agreement.
The Resolution was reported favorably out of committee on Wednesday,
July 9.
Government Operations favorably reported an amended version of S. 5,
the Government Sunshine Act, which provides that meetings of govern-
ment agencies and congressional committees be open to the public.
Armed Services Committee met in closed session on Thursday, July 10,
to receive Senator Bartlett's report on his recent trip to Somalia. He
apparently concurs in the Department of Defense's view that the Soviets
do, in fact, have military installations there.
Appropriations Subcommittee on Defense held hearings on Tuesday,
July 8, on nuclear propulsion for American ships. There has been
considerable Congressional interest recently in the President's pending
decision on the appropriate nuclear-versus-conventional mix for U. S.
naval vessels.
Rules Committee concluded hearings Wednesday, July 9, on H. Res. 545
which would abolish the existing House Select Committee on Intelligence
and establish a new one. The Resolution was reported favorably to the
full House on Thursday, July 10.
Ways and Means Subcommittee on Trade favorably reported to the Full
Committee H. Con. Res. 252 to approve the U. S. -Romanian Trade
Agreement on Wednesday, July 9.
International Relations Committee reported to the full House H. R. 1287
to halt the importation of Rhodesian Chrome on Wednesday, July 9.

International Relations Committee held a full day of hearings Thursday,
July 9, on H. R. 5918 to suspend prohibitions against military assistance
to Turkey. See attached memo. An amended bill H. R. 8454 was ordered
reported by the Committee on Friday, July 11, and will be reported to
the full House on Wednesday, July 16.

H. R. 8401 (Price and Anderson)
To provide for cooperative arrangements with private enterprise for the
production and enrichment of uranium. This is the President's bill.
H. R. 8412 (Whalen)
To authorize the shipment to Turkey of those articles awaiting delivery
on February 5, 1975. This is Mr. Whalen's alternative to the President's
compromise bill.
H. R. 8421.(Carr)
To prohibit the Secretary of State from simultaneously holding the posi-
tion of Assistant to the President for National Security Affairs.
H. R. 8429 (Holtzman and 3 cosponsors)
To impose civil and criminal penalties on those business enterprises
that exert pressure on others to engage in boycotts against American
firms that do business with Israel and which are owned by or employ
Jews and also penalize firms that yield to such pressure.
H. Res. 529 (Ottinger)
To renounce the first use of nuclear weapons.
H. R. 8454 (Moran and 6 cosponsors)
To provide for the lifting of the arms embargo against Turkey with
certain reservations. This is the President's compromise bill.
H. J. Res. 547 (Skubitz and 3 cosponsors)
To approve the Covenant of the Marianas Islands. This is an alternative
resolution to the one submitted by the President.

H. J. Res. 549, H. J. Res. 550 (Burton and 27 cosponsors)
To approve the Covenant on the Mariana Islands. This is the committee's
alternative resolution to. the one submitted by the President. It differs
in that it provides for equal treatment of the territories in respect to
Federal programs and alters provisions in respect to war claims.
Department of Interior finds no objection to Mr. Burton's resolution;
however, OMB is withholding approval pending examination of additional
costs. J
