SUBJET: Possible Cambodian Stop
You will have soon L*dd's positive assessment of security
situation in Phawn Penh and his view that Vice President's presence
would be a great boost for Cambodia; Rives and Unger's views
against meeting Lon Not in book; and Unger's suggestion of a
ird aircraft In Phnom Ponb.
final decision is, of course, up to the Vice President. Ou
recommendation is that he go to Phnom Penh along the lines of the
focal plank,, and that meeting with Lou Not should be on this basis
or not at all. We think that either Bangkok or aircraft meeting
would have unfortunate public impact.
