HOLDRIDGE\ f1 W-' 2265 NATIONAL SECURITY COUNCIL INFORMATION SECRET /SENSITIVE April 24, 1973 SUBJECT: CIA/DIA Report on Enemy Logistics and Infiltration The CIA/DIA weekly report (covering April 13 through April 19, 1973) on Communist logistics operations, infiltration and other violations (Tab A) confirms that military infiltration has virtually ended, but that heavy North Vietnamese logistic activity continues. No combat personnel have been detected in the infiltration pipeline since March 11; however, twelve small special purpose groups have been detected in the system. 'The headquarters of the 312th NVA Division (formerly in Quang Tri Province) is now near Vinh (North Vietnam) but it is not yet clear whether all of its subordinate units are now in the North. J. may .1av14 no irrn information on the present location of this division's component units. -- The flow of traffic entering the Laotian Panhandle from. North Vietnam remained.high and at about the same level as the previous week. For example, an average of nearly 50 vehicles a day moved south through the Ban Karai Pass in this period. Vehicle traffic has remained heavy throughout the Laotain Panhandle and in MR-1 of South Vietnam. We have hard evidence of large North Vietnamese stockpiles of war materiel presently in place in Quang Tri Province. Farther south, the Communists have rebuilt a road from Cambodia into Tay Ninh Province which 'bypasses the legal resupply check point at Xa Mat. -- As of April 17, 3 SAM sites were occupied in the Khe Sanh area. There may be as many as five battalions now subordinate to the SAM regiment in the area.
