Subject: Memorandum from Mr. Frank H. Perez, Department of
State, on the Technological Consequences of a MTRV
Flight Ban, dated 23 July 1969
1. T do not have available a complete final copy of the subject
.report, with changes, as delivered to Dr. Kissinger. From the best
information available, it appears that certain information reflecting
my views may not be included in the final document. Accordingly, I
would like to apprise you of the JCS representative's views on the
MTRV Panel report; T believe that the report would reflect the JCS
representative's views more fully if the pxoposed changes were made.
T would agpreciate your assuring that these comments are available
to Dr. Kissinger while he is on the current trip.
2. Proposed changes:
Fage 6, first full paragraph beginning with "Tn connection ...";
add after second sentence:
"The JCS representative believes that MTRV development could
be conducted by dispensing multiple payloads in space orbits.
Therefore, an effective MI,RV test ban must also include a ban on
dispensing multiple payloads in space orbits. The impact of suc:25X1
a ban is discussed in Section TV."
Page 15, delete the second full paragraph and replace with:
