the 1969.1970 dry season (October 1969 through April 1970 was
far less than during the *WU* period a year ago.
???
From October 1968 to April 1969, approximately 102,300
personnel in 175 groups moved south.
During the same period ending in April * year, 127
groups containing about 58,400 personnel started toward
South Vietnam.
Thie amounts to 43 groups lose, er some 44,000 (ewer

This year, the Communists also began to cot back on troop
infiltration in early April and only a few groupie started south
during late April arid May.
The diaereses. The major difference this year is that the Communists

f our operations in Cimbodia, it appeared at first
decided to keep its Laotian treesportirtioat system
order to move paeplies rather than men.
As late as the end of May well after the decision had bean mad.
to keep the klo CM Minh Trait open, intercepted Communist
messages *till indicated that practically ea troops were to move
south during June.
But on June 4, these orders were cbag.d and safiitration atatt
were told to expect many southward moving groups.

As forecast, troop movementsdid pick up; some 15
5, 700 personnel have been noted moving so far to June.
Thera is a problem lag this movement, however; only three
of these 14 group* bear the usual infiltration nembers associeted sfith

northernmost provinces to. South Vietaaris, with the third slated for
Lbs Central Iiighlniado area.)
The destination of the other 1Z groups remains uncertain. They
may be headed for **lath Laos, where enemy transportation units
are being troubled by harassing attacks and also fear larger scale
allied ;round assaults. They could Mee be destined for Cambodia.
Of course, at least some of these IZ groups may be destined for
South Vietnam despite their tumenal designators.
Ai so, we believe it most likely that they would be headed for /
The Communists have been gradually beefing up their farces in this
area during the last two months by dispatching several regiments
from the North which have moved outside the regular infiltration
system, and some of thesis pecubarly designated groups in the system
may be part of the veraU increase. In any event, enemy action in
Corps will probably pick up to the near nature.
Outlook. By keeping their Laotian transportation system open this year, the
eastunists are reserving the option to move considerably more men and
pplies south than they did during the rainy season test year.
