Sweden. The agreement covers up to 500,000 tons of crude
to be delivered in 1976. According to the Swedish firm,
the Soviet petroleum exporter is to deliver the crude to
the refinery at Nynashamn or for processing in the Baltic

Speculation About. Government Changes in Madrid: Rumor mills
n adri expect King Juan Carlos to s u e t e government
with'the week. The only firm fact is that Prime Minister
Arias met with the king for over*two hours'on Friday after-.
There was immediate speculation both that he handed
in his resignation and that he will be one of three men
nominated to preside over Parliament and the Council of
the Realm. The expected shuffle will be an early test
of Juan Carlos' intentions toward liberalization. "Some
sources feel the king will pick a conservative to had
Parliament in order more easily to select a pro-reform
prime minister. other specualtion foresees Arias staying
on, but with several key cabinet changes, including: new
ministers of foreign affairs, interior, army, information,
and finance and commerce. Meanwhile, some 250 prisoners
covered by last week's amnesty decree have reportedly been
released already. The government also has dropped charges
against 23 protesters who were arrested during the demon-
stration Thursday at Carabancel Prison against the decree's
allegedly limited coverage. Spanish radio reports Saturday
that 500-600 prisoners will be released in Barcelona in
a few days, and that a "clarification" of the murky
decree will come "at any time."
