KISSINGER INFORMATION ITEMS EVACUATION OF SOME AMERICANS FROM ANGOLA: A PRIVATE AMERICAN OIL COMPANY (THE CABINDA GULF OIL COMPANY) HAS EVACUATED ABOUT 100 DEPENDENTS OF ITS EMPLOYEES IN ANGOLA AFTER A WEEK IN WHICH WHITE PORTUGUESE TROOPS INTERVENED TO QUELL CLASHES BE- TWEEN RIVAL BLACK LIBERATION GROUPS. THE CLASHES LEFT AT LEAST 50 DEAD AND SHARPLY INCREASED THE RACIAL AND POLITICAL TENSION SURROUNDING PORTUGUESE EFFORTS TO MOVE ANGOLA TO INDEPENDENCE. NO EVACUATION OF THE SMALL U.S. OFFICIAL COMMUNITY HAS BEEN DIRECTED. UN DEBATES OF KHMER AND KOREA RESOLUTIONS IS EXPECTED: UN DEBATES ON THE KHMER REPUBLIC AND KOREA ARE LIKELY TO BEGIN SOON9 BUT THE EXACT TIMING REMAINS UNCERTAIN. WE WOULD PRE- FER THE PLENARY DEBATE OF THE KHMER REPRESENTATION (WHERE THE FRIENDLY RESOLUTION FACES AN UNCERTAIN VOTE) TO OCCUR AFTER THE DEBATE ON KOREA IN THE FIRST COMMITTEE (WHERE THE FRIENDLY RESOLUTION HAS A COMFORTABLE MARGIN). HOWEVER, BOTH ITEMS COULD COME UNDER DISCUSSION SIMULTANEOUSLY AS EARLY AS NOVEMBER 25. SO FAR, NEITHER THE SOVIET UNION NOR THE PEOPLES' REPUBLIC OF CHINA HAS OFFERED MORE THAN PRO FORMA OPPOSITION TO THE FRIENDLY RESOLUTIONS ON THE KHMER REPUBLIC AND KOREA. RETURN OF EVA PERON'S BODY TO ARGENTINA: IN A SUDDEN AND -UNEXPECTED ACTION, PRESIDENT PERON'S PRIVATE SECRETARY AND MINISTER OF SOCIAL WELFARE LOPEZ REGA RETURNED TO ARGENTINA SUNDAY ESCORTING THE BODY OF EVA PERON, THE REVERED FORMER WIFE OF LATE PRESIDENT PERON. IT WAS ARAMBURU WHO OVERTHREW JUAN PERON IN 1955 AND HAD EVA'S BODY SENT OUT OF THE COUNTRY. THE SUDDENNESS OF MRS. PERON' ACTION WITHOUT PRIOR PUBLICITY TO CAPITALIZE ON ITS POLITICAL BENEFITS SUGGESTS THE MOVE MAY HAVE BEEN PROMPTED AT LEAST IN PART TO STRENGTHEN THE POSITION OF LOPEZ REGA, WHO REPORTEDLY HAS BEEN COMING UNDER INCREASING PRESSURE TO RESIGN FROM MEM- BERS OF THE MILITARY AND POLITICAL OPPOSITION. HIS INFLUENCE WITH MRS. PERON IS RESENTED AND REGARDED WITH DEEP SUSPICION BY MANY. IT REMAINS TO BE SEEN WHETHER MRS.
