THE DIRECTOR OF CENTRAL INTELLIGENCE
I have reviewed the Objectives for the Intelligence Community
for Fiscal Year 1976 which you recently forwarded for my ap-
proval. Your Substantive Intelligence Objectives arid Resource
Management Objectives present a viable plan for achieving the
stated goals of the Intelligence Community for this fiscal year.
As budgetary restraints become more stringent, the efficient
and effective management of the Intelligence Community's
resources become increasingly important.
I approve the Objectives for the Intelligence Community for
Fiscal Year 1976. These Objectives will provide the kind of
systematic guidance essential for the vital and complex activ-
ities of the Intelligence Community.

Last year's memorandum to the DCI, which was drafted by OMB and
on which Dick Kennedy coordinated, was signed by the President .
A copy is at Tab A.
By signing a memorandum in response to the DCI, the President will
demonstrate his personal concern and involvement in the basic direction
of the U.S. foreign integligence program, Additionally, a letter from
the President should give a badly needed boost to the morale of
intelligence personnel.
If you prefer, I will prepare a memorandum for your signature
indicating that the President has reviewed and approved the
objectives.

SUBJECT: Objectives for the Intelligence Community for FY-1976
The memorandum for your signature at Tab I forwards for the President's
approval the DCI's Objectives for the Intelligence Community for Fiscal Year
1976 which include his Substantive Intelligence Objectives and his Resource
Management Objectives. A copy of the Objectives was forwarded to you for
comment in your capacity as Chairman of NSCIC and approved on your behalf
by General Scowcroft.
In his letter to the President (Tab B), DCI Colby describes the five Substantive
Intelligence Objectives for FY-1976 (Tab C) as the driving force of the U.S .
foreign intelligence effort for this fiscal year. These objectives, according to
the DCI, are designed to focus on matters of priority concern to U.S . foreign
policy deliberations.
The DCI calls particular attention to Substantive Objective #4 which highlights
for the first time the subject of nuclear, chemical and biological weapon pro-
liferation. With, this exception, these objectives cover the same general subjects
which were in the Substantive Objectives for FY-1975. You will note, however,
that in this year's objectives interest in the Soviet Union is expressed in more
detail with the inclusion of early warning of scientific and technical advances,
major developments in military ROT & E, and prospects for the agricultural
situation.
The Resource Management Objectives for FY-1976 (Tab D) have been developed
by the DCI as a means of accomplishing his Substantive Intelligence Objectives.
They include specific milestones (Tab E) for achievement in all categories of re-
source management which will serve as a base measure of Intelligence Community
performance.

The DCI points out.that in furtherance of Resource Management Objective #6
on the interaction of national and departmental intelligence, he has asked
for a comprehensive review of the overall problem of national/tactical
(departmental/command) relationships . He explains that he has worked
with the Secretary of Defense to come to grips with the interrelationships
of these kinds of intelligence and admits that it is a very complicated field.
He particularly recognizes that the combatant commands are concerned as
to whether their combat intelligence needs can be adequately served by
intelligence resources under national control.
In this connection, the staff has recommended to you, on the basis of a report
by an NSC Technical Consultants Panel, that the President approve a NSSM on
one vital aspect of this problem: the expanded use of national reconnaissance
satellite assets to support General Purpose (Tactical) Forces.
You should be aware that the DCI's letter to the President and the Objectives
for the Intelligence Community for FY-1976 were circulated to USIB and IRAC
principals on October 10, 1975.
The memorandum for the President which has been prepared for your signature
at Tab I:
forwards the DCI's letter to the President including the Substantive
Intelligence Objectives and the Resource Management Objectives for
FY-1976,
? briefly summarizes the DCI's letter and highlights the significant
changes over the Objectives for FY-1975, and
? recommends that the President sign a memorandum for DCI Colby
(Tab A) approving the Objectives for the Intelligence Community
for FY-1976.

DCI Colby has submitted for your approval the Objectives of the
Intelligence Community for FY-1976. These Objectives are divided
into two groups: Substantive Intelligence Objectives and Resource
Management Objectives.
In his letter to you (Tab B), DCI Colby describes the Substantive
Intelligence Objectives for FY-1976 (Tab C) as the driving force
of the U.S. foreign intelligence effort for this fiscal year. He
emphasizes that these objectives focus on the matters of priority
concern to U.S. foreign policy deliberations.

Community and intelligence consumer mechanisms. They broadly
state the main goals of the Intelligence Community for FY-1976 and
present a viable plan for achieving those goals.

Dear Mr. President:
The Objectives I have outlined for US foreign intelligence during
Fiscal Year 1976 are a further extension of guidance given to the
Director of Central Intelligence in the Presidential memorandum of
5 November 1971 (and reconfirmed in your letter to tae on 9 October
1974) concerning long-term goals for the Intelligence Community.
They are again cast into two groups.
The first group, termed "Substantive Intelligence Objectives,
stresses and defines the output that, I believe you would expect of the
Intelligence Community during the year on lmatters of priority concern
to US foreign policy deliberations. They are given greater specificity
in more than 70 Key Intelligence Questions developed by the Intelligence
Community in coordination with the National Security Council Intelligence
Committee (NSCIC). They constitute the driving force of our foreign
intelligence effort for this fiscal year.
The second group, termed "Resource Management Objectives,
deals with the means for achieving substantive objectives for FY 1976
and my perceptions of what intelligence must be able to achieve in
the longer term. They include specific milestones for achievement in
all categories of resource management that should be met during the
year and will serve as a base measure of community performance.
Results of performance will be provided to you in an annual report
at. the close of the fiscal year. Resource Management Objectives are
designed not only as a means to achieve substantive goals, but also
to develop and strengthen continually the capabilities and management
efficiencies of our entire foreign iaatelligence apparatus.

Both groups of Objectives reflect concerns that are amplified
separately in my "Perspectives for Intelligence 1976-1981" and my
recommendations for the National Foreign Intelligence Program?FY
1976.
I invite your attention to the following
objectives:
a. The inclusion of Substantive Objective #4 focusing
on the proliferation of nuclear, chemical and biological
weapons. This can become a major problem in the
future, so I have selected it for special attention.
b. The inclusion of Resource Management Objective
#5 to focus on intelligence requirements mechanisms.
The present systems are quite complex and serve a
variety of different needs. To some extent, they appear
to have become so diverse as to be unnecessarily burden-
some. There is no simple panacea to this problem, but
I believe it important to focus our attention on it.
C. Resource Management Objective #6 on the inter-
action of national and departmental intelligence. Your
letter of 9 October 1974 specifically included "tactical
intelligence" in your charge to me with respect to overall
leadership of the Intelligence Community. In coordination
with the Secretary of Defense, we have endeavored to
size these activities and come to grips with the inter-
relationships but find it a very complicated field. I
am thus asking for a comprehensive review of the overall
problem of national/tactical relationships, with the view
toward insuring that you are provided the best intelligence
from both national and tactical assets:- and that our tactical
commands are provided the necessary intelligence support
from national assets. Technology is imposing. certain
changes in this regard, and I know there is 'concern in?
the combatant commands as to whether, their needs relating
to battlefield surveillance and combat intelligence support
can be adequately served in a timely fashion by intelligence
resources under national control. This subject is well
worth careful study, and could perhaps result in a
redefinition of responsibilities with a better understanding
of the technological and organizational aspects of the
problem.

Along with increased focus by all elements of the Community to
the achievement of near-term Objectives, broader initiatives continue
toward longer range improvement in the responsiveness of intelligence
to the nation's need and in the management of intelligence assets and
activities. Long-range community-wide plans for improving several of
our large collection systems and networks are under development.
Assessments of trends on the international scene are being extended
well into the future. New and better ways to conduct the business
of intelligence are being explored through a more extensive intelligence
research and development program. 11:1 my annual report to you
scheduled for October, I hope you will find our accomplishments
during Fiscal Year 1975 to be satisfying.
I submit herewith for your approval the Objectives of the Intelligence
Community for Fiscal Year 1976. I will welcome your approval, z:nodifi.-
cation, or discussion of these Objectives.
