Dear Paul:
At your next Membership Committee meeting I would appre-
ciate it if the name of William G. Hyland would be put
forward for membership in the Council.
I named Bill Hyland to the position of Director of the State
Department's Bureau of Intelligence and Research (INR).
He served on the NSC staff for five years as one of my
principal assistants on Soviet and European affairs.
Working for me on the NSC staff, Bill was one of my princi-
pal advisers on SALT as well as other US-Soviet and East
European matters. He worked closely with Hal Sonnenfeldt
in the substantive preparation for NSC and Verification Panel
meetings on SALT and on substantive preparation for the
three US-Soviet summit meetings. I took him with me on
both Presidential trips to Moscow and on at least three of my
negotiating trips to Moscow. I relied on him in the writing of
the President's Foreign Policy report for the last three years;
he did considerable work on the Arms Control, Soviet, and
Europe chapters.
I have found Bill indispensable. I have continued to rely on
his personal advice at State as I did at the NSC. Because of
his analytical brilliance, I gave him the INR position so he
could train a corps of Foreign Service analysts up to his
standards of quality and intellectual integrity.

Bill is one of the warmest people I have known, a man of
great humor and personal decency. His unassuming manner
should not deceive; he is one of the finest minds in the U.S.
Government. I recommend him without qualification for
membership in the Council.

Nominating Bill Hyland for the
Council on Foreign Relations
Alton Frye has suggested that you might want to nominate
Bill Hyland for membership in the Council on Foreign Rela-
tions. The next membership meeting is in October. At
Tab A is a letter for your signature to Mernberstirp?Chairman
Paul Warlike.
Frye will get Hal Sonnenfeldt to second the nomination. He
thinks that, since Bill is not that well known, a nomination
letter from you will be particularly valuable.
