HOUGHTON % UJ-'LJ.u.uunitiy Aweeting on Middle East War Indicators My Previous Memo to You on the Same Subject The meeting called at CIA this afternoon dealt primarily with estimates on the parameters of a new round of Middle East hostilities rather than, as expected, indicators of new prepara- tions. There was a general assumption that in the post-Rabat period, chances of success for settlement negotiations have deminished, and that the intelligence community should begin preparing for the possibility of a resumption of fighting. DIA has been asked to write a paper on indicators; CIA and State are collaborating on a study of political and psychological factors. Whatever result the papers may reach, the issue is current.
