My Previous Memo to You on
the Same Subject
The meeting called at CIA this afternoon dealt primarily with
estimates on the parameters of a new round of Middle East
hostilities rather than, as expected, indicators of new prepara-
tions. There was a general assumption that in the post-Rabat
period, chances of success for settlement negotiations have
deminished, and that the intelligence community should begin
preparing for the possibility of a resumption of fighting.
DIA has been asked to write a paper on indicators; CIA and
State are collaborating on a study of political and psychological
factors.
Whatever result the papers may reach, the issue is current.
I expect an increase in reporting from the three agencies over
the next few weeks on matters relating to military prepardness
in the Middle East.
