STEA.RMAN SUBJECT: CIA/DIA Report on Communist Cease-fire Violations ARMY, NSA reviews completed. Attached at Tab A is the CIA/DIA's 11th weekly report (April 2.7 - May 3) on Communist violations of the Vietnam and Laos cease-fire agreements. The report notes that no new infiltration groups were detected leaving North Vietnam during the past week but seven new special purpose groups (total 150 persons) were initially observed in southern Laos and Cambodia. Also, no new redeployments of NV A. irnitR urP.re. divri ng fhp rf+pnrtirtg pPrin& T-Teavy N't-vri4-% Vietnamese logistic activity, however, continued all along the Ho Chi Minh trail in Laos, in-northern South Vietnam and in the North Viet- namese Panhandle. . -- An intercept of communications of April 30 from NVA logistics elements in southern Laos has revealed a new "general transportation ' offensive" has beeu launched in this area and a total of 5,500 tons of cargo reportedly is scheduled for delivery to the South Vietnamese cen- tral highlands by May 20. -- The North Vietnamese are repairing and improving four air- fields in northern Laos and in south Laos, the airstrip at Tchepone is now considered usable. In South Vietnam the North Vietnamese activity has been tenuously reported at a number of airfields, but major con- struction is apparently limited to the Khe Sanh and Dong Ha airstrips in Quang Tri Province and at Dak To in Konturn. STEARMAN SUBJECT; CIA Weekly Reports on Communist Logistics and Manpower Developments in Indochina Attached at Tabs A and B are the CIA weekly reports for May 1 and May 8 respectively on recent Communist logistical and manpower developments in Indochina: -- During the past two weeks, No'rth Vietnamese logistical activity throughout the pipeline remained high. The Communists appear to have recently kicked off a new transportation offensive in southern Laos to move 5, 600 tons of supplies to the B-3 front before May 20. Large deliveries from Laosto South Vietnam continue; one major logistical unit recently reported moving 6, 000 tons into the A Shau Valley while truck level activity in northern Quang Tri was at an extremely high level. Also, the North Vietnamese are placing increased reliance on waterborne resupply, partic- ularly between Song Hoi and Quang Tri Province. Very large quantities of surplus are still moving in the Group 470 area of southern Laos and eastern Cambodia and supply movements have increased into MR-3 from Cambodia. Feverish road building and storage area construction continues. -- Personnel infiltration continues to be limited to small special purpose groups; 17 such groups (325 men) were initially detected in southern Laos while two new groups (275 men) were observed moving southward in North Vietnam. These groups raise the total for post cease-fire infiltration starts to 1, 600 men. In major unit deployments over the past two weeks, we have detected the presence of two additional NVA regiments in Quang Tri which probably arrived after January 28 -- the 201st Armored Regiment and the 245 AAA TOP SECRET XGDS 5B (1), (2) & (3) by Auth CIA No Objection to Declassification in Part 2012/09/05: LOC-HAK-538-1-8-5 No Objection to Declassification in Part 2012/09/05: LOC-HAK-538-1-8-5 IP TOP SECRET 2 Regiment at Khe Sanh. Confirmation of the new armored unit raises to 580 the estimated number of tanks which have moved south since late October. Also Comint indicates that major elements of the 304th NVA Division remain in both northern South Vietnam and southern North Vietnam despite earlier signs of their withdrawal. Meanwhile, another NVA AAA regiment -- possibly equipped with SA-3 missiles -- is currently deploying southward in North Vietnam while at least one regiment of the 9th Division in MR-3 may be relocating to MR-4.
