A total of four new silos (three possible, one suspected) have been

At Site E-15 which was abandoned in 1965 (see attached map) there is
a building (size 125' x 1201) under construction where a Try Add would
be located. This building is adjacent to an abandoned building which
is believed to have been intended for a radar pedestal. On the other
side is an excavation (1501 x 150') probably for another building. This 25X1
construction has taken place since
None of this construction resembles anything we have seen associated
with A.BM at Sary Shagan or elsewhere. However, it can be assumed
that, the Soviets are, at a minimum, completing their NCA.
I will keep you informed. as more information is developed.
I recommend that Mr. Helms be asked to brief on this information
at the Verification Panel on Friday. If you approve, I will make
the arrangements.
