The first "bucket" from the KH-4 satellite currently in orbit has been recovered. The quality of the photography is generally poor because of ground haze (and because of the "at-camera" low The process of reading the photography has just started and I Have only the initial results. All four of these silos were seen at the Kartaly SS-9 complex. The MR/IR. coverage is apparently very poor and there is no The coverage of Zhangiztobe was fairly clear,and no new silos were seen. Although the actual percentage of "good" coverage is not known, there was some coverage of portions of all six SS-9 usable information from the initial read-out. The more interesting information obtained is that construction has apparently resumed on the Moscow ABM System. This building is adjacent to an abandoned building which is believed to have been intended for a radar pedestal. On the other side is an excavation (1501 x 150') probably for another building. This 25X1 construction has taken place since None of this construction resembles anything we have seen associated with A.BM at Sary Shagan or elsewhere. However, it can be assumed that, the Soviets are, at a minimum, completing their NCA. I will keep you informed. as more information is developed. I recommend that Mr. Helms be asked to brief on this information at the Verification Panel on Friday. If you approve, I will make the arrangements.
