Kissinger) SUBJECT: Presidential Request INFORMATION August 19, 1970 ON-FILE NSC RELEASE INSTRUCTIONS APPLY Pursuant to your instructions, General Haig wired Mr. Ladd last night suggesting that he meet with the AP correspondent in Phnom Penh in an effort to set him straight on the situation in Cambodia. Mr. Ladd confirmed that he had spoken. to the AP correspondent a week ago and lightly chided him for the tone of his recent reporting. Ladd stated that they parted on friendly terms and that correspondent Wheeler then left for a brief trip to Hong Kong. Ladd confirmed that he will speak to Wheeler as soon as he returns to Phnom Penh and report on whatever success he may have in developing a more constructive attitude in his reporting. Gen. Haig, The White House "From: Mr. Ladd, Phnom Pehn 261 "1. Understand John Wheeler is in Hong Kong at this time. Will arrange to dine with him on his return. When I saw him a week ago he disturbed me with his use of such phrases as 'meat grinder tactics' and 'blood bath assaults' when speaking of Cambodian ( FANK) operations. I chided him with a remark to the effect that he sounded rather grim in view of his not having any more first hand information about actual conditions in the battle areas than I did. We parted on very friendly terms with his asking if there were anything he Could do for me in Hong Kong. "2.
