THE ENERGY MESSAGE COMING 7UT TONIGHT, HOWEVER, THE PRESIDENT CAN
HARDLY VETO IT. JOHN LOVE REVIEWED THE SCHEDULE FOR ENERGY
TODAY, WHICH INCLUDES, BESIDES THE LEADERSHIP MEETING' A MEETING
OF MAYORS AND GOVERNORS ANA ONE OF BUSINESS AND LABOR LEADERS.
A SHORT DISCUSSION ENSUED (IN SOME OF THE POINTS IN THE ENERGY
MESSAGE AND, AS IN THE CABINET MEETING YESTERDAY, NO TWO PEOPLE
AGREED ON ANY INDIVIDUAL ITEM.
TIMMONS DISCUSSED THE CHANCES OF SUSTAINING THE VETO OF THE
WAR POWERS BILL IN THE HOUSE TODAY (WE SUBSEQUENTLY LOST BY FIVE
VOTES).
THE MEETING CONCLUDED WITH FLANIGAN POINTING OUT THAT HOD-1ELLIS
DEFEAT FOR GOVERNOR IN VIRGINIA WAS HELPFUL BECAUSE HE HAD RIDDEN
WATERGATE VERY HARD FOR THE LAST SEVERAL WEEKS.
