The President has approved your working with State, Defensew, and tT .ir?. to institute selective jamming Of broadcasts to Cambodia from Hanoi and ''eking and to increase Voice of America broadcasts to ."Carnbodia. At T- b A is a draft memorandum from you to the Secretaries of Mate and Defense and the Directors of Central Intelligence and the US Information Agency informing them of the 1 resident's decision and instructing them to undertake the necessary actions. Alternatively, you may wish to approach the matter of jamining through the 40 Committee in view of the intelligence operations aspects involved, to this event, the question of jamming could be added to the agenda of the next 470 Committee sirxeeting. However, the matter of increasing Voice of America broadcasts to Cambodia could then be carried out Independent of any 40 Committee action.
