PURPOSE To acquaint you with the NSC 40 Committee and covert activities conducted under the general direction of the Director of Central Intelligence. II. BACKGROUND, PARTICIPANTS & PRESS PLAN A. Background: There are a number of covert activities which are conducted under the general direction of the Director of Central Intelligence. All of these activities are initially reviewed by the 40 Committee of the National Security Council prior to your decision. There are a number of such activities ongoing. This briefing will familiarize you with them and with the system for their review and approval. . Participants: Director of Central Intelligence William E. Colby Deputy Director of CIA William Nelson Henry A. Kissinger, General Brent Scowcroft C. Press Plan: Photo by White House photographer only. The fact of the meeting will be announced but not the subject. TALKING POINTS 1. I wanted to meet with you today to bring myself up to date on the covert actions which are now underway. I understand that the NSC 40 Committee reviews these proposals before they are submitted to me for decision. In addition to the particular covert activities which are carried out under the DCI's supervision, I would also appreciate a brief review of the reconnaissance program. I understand the reconnaissance schedule also is reviewed each month by the 40 Committee. 3. (At the close of the briefing.) I appreciate this briefing very much. It has given me a good understanding of the activities in which we are now involved. 4. I want to continue the review procedures of the 40 Committee and want to emphasize the importance I place on a thorough analysis of these activities balancing potential gain against cost and risk factors.
