THE FIRST BATCH OF TWO PLANES INTRUDED INTO THE
AIRSPACE OVER NINGMING AREA AT 11:25 - 11:2B HOURS (PEKING
TIME, THE SAME HEREAFTER) AND PENETRATED 20 KILOMETRES IN
WIDTH AND 8 KILOMETRES IN DEPTH; THE SECOND BATCH OF FOUR
PLANES INTRUDED INTO THE AIRSPACE OVER NINGMING AREA AT
11:32 - 11:33 HOURS AND PENETRATED 12 KILOMETRES IN WIDTH
AND 6 KILOMETRES IN DEPTH; THE SAME BATCH OF PLANES INTRUDED
INTO THE AIRSPACE OVER TUNGHSING AREA AT 11:37 - 11:39 HOURS
AND PENETRATED 30 KILOMETRES IN WIDTH AND 10 KILOMETRES IN
DEPTH. THE CHINESE SIDE ONCE AGAIN LOD CES A PROTEST WITH THE
U.S. SIDE A GA INST TIE REPEATED INTRUSIONS INTO CHINA'S
AIRSPACE BY U.S. MILITARY PLANES WHILE THEY ARE CARRYING
OUT WANTON BOMBING RAIDS A GAINST THE DEMOCRAT IC REPUBLIC OF
VIET NAM AND STRONELY DEMANDS THAT THE U.S. SIDE IMMEDIATELY
TAKE EFFECTIVE MEASURES TO STOP THE RECURRENCE OF SIMILAR
INTRUSIONS.
THE U.S. SIDE HAS RECENTLY RECEIVED TWO NOTES FROM THE
CHINESE SIDE CONCERNING POSSIBLE INTRUSIONS OF U.S. AIRCRAFT
INTO AIRSPACE OF THE PEOPLE'S REPUBLIC OF CHINA.
A THOROUGH INVESTIGATION HAS BEEN MADE INTO THE ALLEGATION
THAT A GROUP OF FOUR U.S. MILITARY PLANES INTRUDED INTO CHINESE
AIRSPACE ON JUNE
1972. THE INVESTIGATION COVERED AIRCRAFT
FLIGHT PATHS, PROCEOURES FOLLOWED, AIRCRAFT NAVI GAT IONAL
EQUIPMENT, FLIGHT IT OR IN G SYSTEMS AND OTHER MEANS USED TO
ENSURE AGAINST INADVERTENT INTRUSIONS. ALTHOUGH U.S. AIRCRAFT
WERE FLYING NEAR THE. BORDER OF THE PEOPLE'S REPUBLIC OF CHINA
AT THE TIME, EXAMINATION. OF ALL AVAILABLE EVIDENCE HAS REVEALED
NO INDICATION OF AN INTRUSION. IT IS POSSIBLE THAT THE CONFLICIING
INTERPRETAT IONSOF+, THIS INCIDENT BY THE TWO SIDES IS DUE TO
DIFFEREN(_

iNTRUSION ON JUNE 4, 19 72 WAS "OBVIOUSLY NOT INADVERTENT."
NUMEROUS PRECAUTIONS WERE TAKEN TO PREVENT ANY INTRUSIONS AND
IT HAS BEEN DETERMINED THAT ALL AIR CREW MEMBERS WERE THOROUGHLY
BRIEFED PRIOR TO FLIGHTS ON THAT DATE AS TO THE ABSOLUTE
NECESSITY OF RIGIDLY ADHERING TO PRACTICES DESIGNED TO PREVENT
INADVERTANT VIOLATIONS OF PRC AIRSPACE.
THE U.S. SIDE IS CONDUCTING ON AN UR CENT BASIS AN INVESTIGATION
INTO THE ALLEGATIONS, DESCRIBED IN THE NOTE DELIVERED TO THE
U.S. SIDE ON JUNE 10, 1972, THAT THREE ADDITIONAL INTRUSIONS
OCCURRED ON JUNE 9? THE U.S. SIDE SHARES THE DEEP CONCERN OF
THE CHINESE SIDE OVER THE POSSIBILITY OF FURTHER ACCIDENTAL
INTRUSIONS INTO CHINESE AIRSPACE. SUBJECT TO CONCLUSION OF
A COMPLETE INVEST IGAT ION OF THESE ALLE GAT IONS, THE U .S . SIDE
HAS TAKEN EVEN MORE STRIN TNT PRECAUTIONS TO GUARD AGAINST
INADVERTANT INTRUSIONS INTO THE AIRSPACE OF THE PEOPLE'
REPUBLIC OF CHINA'.
