SUBJECT: Sweeteners for the Egyptians: Bilateral Relations
You told Golda that we would try to think of things that the U.S. could
offer Sadat as a sweetener to add to the pot.
I don't know if you had in mind the area of US-Egyptian bilateral relations.
But it would not be difficult to dangle in front of him the prospect of
"normalization of relations," particularly an economic relationship, as
you have done in the past with the North Vietnamese, Russians, and Indians:
-- You could hint of an invitation to Sadat to visit the US early next
year if things are progressing well.
-- You could offer regular consultations on international as well as
bilateral economic issues, further upgrading of our Interests
Sections, etc.
