RODMAN SUBJECT: Diplomatic Relations in the Middle East ON-FILE NSC RELEASE INSTRUCTIONS APPLY The peculbkr Soviet approach to the Israelis suggests a passible avenue of "theater". If you are looking for forms of activity to help keep things going through the year, you might suggest to the Soviets that they (1) reestablish diplomatic relations with 4srael and (2) encourage their Arab friends to reestablish full relations with the United States. If accomplished, this could be portrayed as an outgrowth of the Summit. What the chances are, I cant judge. For Brezhnev, it would demonstrate that the Soviets are still actively participating in Mideast diplomacy. For Sadat, it would be a sign of "visible movement".
