It would be the greatest pleasure for Evangeline and me if you would stay at the embassy residence. Your security people, however, should be consulted and will, I fear, object. .No windows or doors in our house are now equipped with effective locks, and are generally open all night. Easy access to a completely unfurnished ground floor cannot be prevented by PRC soldiers stationed at outside gate, or by our Marine guards in office building. Under existing conditions it is impossible to remedy this situation before autumn. Since you will undoubtedly be asked to stay in a government guest house I reluctantly suggest you do so. 2. Concerning Liaison Office participation I think it extremely important for future standing and usefullness of this mission to have Jenkins, Holdridge and myself attend as many meetings as practicable. If it seemed preferable we could rotate the three in some fashion. I believe the Chinese would welcome this, for it would be convenient for them in connection with inevitable follow up conversations after your departure. Moreover, it would be taken as a sign of your confidence in our personnel. 3. As to return banquet your last night in Peking I am sure you should invite Chou En-lai, giving him as much advance notice as you can of approximate date so that he will not entangle himself in a prior engagement. 4. We will gladly supply any secretarial or logistical support your party may require. 5. Your trip is eagerly awaited by all of us, as well as by high Chinese officials who refer to it with enthusiasm.
