FROM WINSTON LORD ~*J
SU;3ECTz Message to the Chinese on-American
Newsmen
Per your request, at Tab A is a note to the Chinese making clear that
we do not oppose the presence of American newsmen for the opening of
our Liaison Office. This will confirm the verbal message that I gave
Peter's girl friend last night.
On re-reading the relevant portion of the April 16 transcript, which I
have attached at Tab Bo it does look like you took a fairly, negative slant
on this question. On the other hand, in a subsequent ' with Han Hsu,
it should have. been clear that we did not oppose the presence of journal-
fists.. thw relevant transcript excerpt is at Tab C.
Thais it, is not clear whether or not the Chinese may be using the Trollope
ploy.
TIQ
That you approve the message at Tab A.
o.
Approve.

ggr; That is all I have. O 'ho one other matter re the Liaison
Office, t'b s come to my attention about the desirability of having Arner-
ican new men come to Peking to see the opening the Liaison Office.
We are not opposed to it. But we have no interest whatsoever, and you
wild.' not. offend us in turning down this rest. Axnb assador Bruce and
I think it is not in the best interests to do it now. But if you would like
to, you certainly may. And whoever raised it with you will be discouraged.
Ambak o .l u We haven't received any information on this.
Rz. Ki.s iaan&sr:: We have received information that Mr. Jenkins is active
in regard to getting Axo rica..n people invited, but we want you to know
that his enthusiasm is not shared in Washington.
AAsxabasaador Huang:: To correspondents this is the best opportunity to
ra4s',e the request.
_ aja , We have been told that your people raised some difficulties
about it, and this has showed rather good judgment.
ang We will report all this to Peking.

Mu ' ; farmed Mr. Kissinger that his government had approved a
liat_4e ant of American press coverage for the arrival in Peking
eft Bruce. There would be two correspondents each from
the Assoctated Press, and the United Press, and one from the Chicago
ail 4 -; five .in all. Mr. Kiaa r a pr stied his delight at this
news, but, observed. that the press coverage was a matter for the Chinese
to decide . js i'.,... er inquired whether the American correspondents
involved had been notified. ME,, Hikil replied that he did know the names
of the individuals involved, adding that he assumed the Information Depart
amt of the foreign Ministry would notify the newspaper men and also
inform Mr. Jenkins as well.
