-V-0. -l.1 M w./H7 "T No Objection to Declassification in Full 2010/04/27: LOC-HAK-461-3-17-8 1P W 1P TOP SECRET /SENSITIVE EXCLUSIVELY EYES ONLY June 29, 1972 SUBJECT: Flare Hits Chinese Boat As instructed by General Haig, and after quickly confirming the details with Jon Howe, I called Mrs. Shih at 12:45 p. rn. today concerning the incident in which one of our flares hit a Chinese ship. I told Mrs. Shih that my boss had asked me to call her to say that we had just received a report that within the last 24 hours one of our flares had hit a Chinese ship near Honla Island due to a malfunction in the parachute. I said that we regretted this incident which was, of course, an accident and due to the fact that the parachute had not functioned properly, perhaps because the flare had burned it. I asked her to pass this information to her boss. She had no comment except to check with me the spelling of Honla Is land.
