Welcome to the United States. Please let me know if there's
anything we can do to make your stay and that of your delegation more
pleasant.
- We suggested to your government through our usual channel
that we establish direct contact with you for U. N. matters, especially
since rapid communication may be required.

you and I should be the channel for "relevant major
questions of principle within the scope of the work of
the United Nations"
this need not involve commitments
secrecy will be maintained on both sides
the other channel will remain the primary one between
our two governments.
On our side, only the President, the three of us here tonight,
my deputy, General Haig, and Commander Howe of my staff will be
aware of this channel.

I will work directly with Ambassador Bush. The bureaucracy
will not be involved.
-- We may be able to arrange more commodious surroundings
for our meetings in the future.
-- We will want to work out tonight arrangements for future contacts
by telephone and to transmit messages.
Chinese Performance at the U. N.
-- We don't expect the PRC to abandon its stands, and we recognize
your needs to make your positions clear.
-- However, it is absolutely essential that both sides show restraint
in their public statements between now and the President's trip.
- This is in our mutual interest. As I explained to the Prime
Minister, many domestic and international opponents are looking for
pretexts to attack the new policy.
-- Thus we would hope that the PRC's statements at the United
Nations would be drafted with these considerations in mind.
-- The November 15 inaugural address of the PRC delegation is a
case in point. Close readers of Chinese public statements might consider
that speech to be relatively restrained. To Americans' ears, however,
and as the opening statement in New York at the U. N. , the rhetoric
looked excessive and the U. S. seemed to be almost the sole villain in
the world.

-- Such events give the President's opponents symbols to rally
around. His critics have gleefully used the PRC indictment of the U.S. to undercut support for the President's policy.
-- We were therefore obliged to comment, though we kept it out
of the White House and greatly diluted what the bureaucracy proposed.
Each country, while sticking to its principles, will have to keep
in mind the problems of the other. We shall do so, at the U. N. and in
other public statements.

UN Secretary General
-- U Thant's term ends January 1, so this issue is becoming
urgent. It is now clear that his resignation is irrevocable.
This issue is one example where the Chinese picture of super-
power or big power dominance is inaccurate. The permanent members
of the Security Council have been reluctant to support publicly a candi-
date precisely because they fear this would be the kiss of death.
-- We have not finally committed ourselves, partly for this reason.
We also would like to know your views and believe that the new man
should be acceptable to you, a._ it should c Lc,r us r,.lA%i LhC L Lad spectrum
of the U. -N.
The only explicit position we have taken is to say that we could
not support Mr. Herrera of Chile.

we should keep in touch on this question.

Topic They Might Raise
Their Position; the U. S. government must stop the pro-Chiang Kai-shek
and pro-Taiwan Independence demonstrations around the hotel.
Response
- The U.S. government, of course, is not involved in these
demonstrations in any way. I have reconfirmed this since
my October visit to Peking.
-- Americans are permitted to express themselves freely as
long as they are not disorderly.
-- Officials will make sure that strict security is maintained.
However, in our country, there is no way they can take action
against demonstrators provided they are peaceful and do not
violate existing regulations.
-- The White House and the President have undergone many
unpleasant demonstrations themselves.
-- Let U.S know whenever you have any concerns on this issue, and
we will be as helpful as possible.

Taiwanese independence activists. This still leaves their
level of activity at a fairly low level, however. Incomplete
FBI reports have identified about 10 demonstrations by
Taiwanese independence elements in that period.
-- Independence activity is centered in the World United
Formosans for Independence (WUFI), which was organized
about two years ago and which has incorporated almost all of
the earlier myriad splinter groups. WUFI now has a member-
ship of about 2, 000, largely located in the New York City
area, and the large Midwestern universities having sizable
numbers of Taiwanese students. WUFI has made some
efforts to enlist some mainlander students in its ranks.
Significantly, WUFI has also moderated its earlier line over
the past year: it is now taking a more evolutionary approach,
aiming at eventual independence but stating its immediate goals
in terms of greater Taiwanese representation in the GRC.
-- On Taiwan itself, one of the reactions of the Nationalists'
government to their growing isolation has been to make noises
about greater political representation for the native Taiwanese,
without of course changing the basic rule of the KMT, its
claim to represent all of China and its position that Taiwan is
