SUBJECT: Actions on Cambodia
The following is a report on actions taken or underway on Cambodia
from July 17 through 6:00 p.m., July 20.
Military Operations: During this period, ARVN units engaged enemy
forces .near Kampot, Svay Rieng, and Takeo. Five significant contacts
in these areas resulted in 103 enemy killed, with ARVN losses of 12
killed and 48 wounded.

Third Country Military Forces in Support of Cambodia: Thai air
operations in northwest Cambodia are now averaging about 100 sorties
per month, with a planned increase to 250-300 sorties per month. This
-higher rate of operations can be sustained by the Thai for only four to
six weeks before ammunition and POL supplies are depleted to war reserve
levels. The Thai are expecting U. S. support.
Military Assistance: The following captured equipment was delivered to
Cambodia during July 17-20:

-- Training of the first Thai-Khmer volunteer regiment has begun in
Thailand. The unit has 1, 748 men, 137 short of authorized strength.
- The first group of 81 FANK officers and 273 'NCO's were scheduled
to arrive in Thailand for training on July 20. No U. S. support has
yet been committed for this undertaking, and Ambassador Unger has
recommended that we subsidize training costs with funds from our
FY 71 MAP shortfall. -
More than 500 Khmer recruits from South Vietnam have begun
training. This GVN program will provide training for a total of
1, 000 Khmer recruits for duty in Cambodia.

-~ The Indonesian Ambassador in Phnom Penh told Charge Rives
that his government has agreed to train 391 Cambodian police
and military personnel (mostly police) in four increments between
July and September. Indonesia is paying all costs in Indonesia,
but is asking us for transportation .costs and family allowances.
Rives recommends that we pay transportation costs if possible,
but that the GOC be required to finance family allowances.
Diplomatic; Trial balloons from Bangkok and Vice President Ky on a
regional military alliance of Thailand, Laos, Cambodia, and South
Vietnam have now been shot down by 'President Thieu, Prime Minister
Lon Nol, and Prime Minister Souvanna Phouma. All have expressed
interest in closer cooperation, but have rejected the concept of a military
alliance.
In forhatioari;_ The USS Whitfield County will soon deliver a 10-kw mobile
transmitter;-slang with six Cambodian technicians who have been familiar
ized in its use. It will improve the audibility- of Radio Phnom Penh in
outlying areas.. A U. S. technician is also in Phnom Penh, helping to
retune the Cambodian 1Z0-kw transmitter and to identify additional parts
needed for improving the station's capabilities.
Actions -to Improve Intelligence Capabilities: The movement of 250
Cambodian volunteers from Phnom Penh to south Laos has been completed.
These volunteers will be trained as small reconnaissance teams and
infiltrated into northeast Cambodia.
