Subject: Weekly Report on Cambodia No. 12
Third Country Aid to Cambodia
2. Multilateral Aid Organization. We have approached
the Australian and New Zealand Ambassadors here about
their governments' encouraging the Djakarta Three to take
the lead in organizing a multilateral aid program for
Cambodia. The New Zealand Government had already been
thinking along those lines and is actively interested. It
may raise the matter in bilateral talks this week with
Japan. Thai Foreign Minister Thanat has also raised with
Ambassador Unger the possibility of a multilateral group
to aid Cambodia. The Australian attitude is also favorable.

1. Level of U.S. Aid, Ambassador Swank has reported
that the team of economists currently studying Cambodian

needs (under a contract with AID) after only a few days
in Phnom Penh have formed a preliminary impression that
Washington estimates of a requirement for $120 million
in FY 71 are excessive. The IDA team also believes that
Cambodian needs for and ability to absorb P.L. 480
assistance are very limited. We are in the process of
clearing a reply which will inform the Embassy and the
IDA team of the basis for the figure reached for economic
assistance and re-emphasizing the need to develop a multi-
lateral approach to aid to Cambodia.
2. Cambodian Forces in Fishhook. Embassy Phnom Penh
has reported that a battalion of Cambodian local recruits
from Kompong Cham province is operating with the current
ARVN sweep in the Fishhook. Although the Cambodian battalion's
military contribution is of course minimal, its real task
is to seek recruits (including personnel for intelligence-
collection purposes), to conduct psychological warfare, and
to reassert Cambodian interest in an area which has been
under VC/NVA occupation since June 30.

1. Cambodian Visitors. Another delegation of four
young U.S.-educated Cambodian officials is scheduled to
arrive November 10 to begin a six-week speaking tour of
U.S. This group will concentrate its efforts on university
campuses and smaller cities - e.g0, Norfolk, Va., Tampa,
Fla., Atlanta.

MILITARY OPERATIONS
Ground. Enemy harassment activities increased during the week.
Cambodian forces have been engaged primarily in patrolling actions and
development of defensive positions. ARVN forces conducting search and
clear operations in Cambodia reported several significant contacts in
